Regulatory Environment
The Kelvin Smith Library is governed by Barbara R. Snyder, MD, President of Case Western Reserve University, and by W. A. "Bud" Baeslack III, Provost and University Vice President of Case Western Reserve University; additionally, programs and services can be initiated by the Committee on University Libraries, a committee of the Faculty Senate, or by any of the University’s advisory committees, as well as the University Librarian, Joanne Eustis.
The Kelvin Smith Library is governed by the statues and administrative rules enacted by Case Western Reserve University and which govern all administrative and academic departments in the Case community. Federal regulations that affect the University also apply to the Kelvin Smith Library and the Freedman Center and include, but are not limited to, Title VI and VII of the Civil Rights Act, ADA, Age Discrimination in Employment Act, Family Rights and Privacy Act, Drug-Free Schools and Communities Act, Family and Medical Leave Act, Equity in Athletics Disclosure Act, OSHA, and the Copyright Act of 1973 as well as its more recent addendums.
In addition, KSL is a member of the Association of Research Libraries (ARL), and Scholarly Publishing and Academic Resource Coalition (SPARC), the Coalition for Networked Information (CNI), and EDUCAUSE, the Kelvin Smith Library supports the research needs of its faculty, staff, and students through collection development, innovative services and resource-sharing, informed technology, and initiatives that preserve the past and promote the future. As well, Case Western Reserve University is a member of the New Media Consortium.
One of the six founding members of the OhioLINK academic consortium, Case and Kelvin Smith Library also benefit from substantial information investments in access and delivery of materials, with significant full-text information resources available to authorized users. In 2004-05, OhioLINK includes the Cuyahoga County Public Library in its holdings, with a test pilot to combine resource-sharing of the award-wining 85-member academic consortium and the 28-branch public library system.
The Kelvin Smith Library is also proud to collaborate with the Federal Depository Library Program and the US Census Bureau as the mirror site for the 2000 US Census. KSL is a congressionally designated federal depository of government publications.
